Services

Land use is complicated. Permits get denied, projects stall, and jurisdictions fall behind, usually because the process wasn't handled right from the start. I offer a full range of planning and consulting services for private clients and public entities, bringing over a decade of hands-on experience to every project. Whether you need someone to navigate a tough entitlement, modernize your development code, or simply help you understand what's possible, I'm here to help you get it done right.

Private Clients

  • Land Use Feasibility & Site Analysis — Not sure what's possible on your property? I'll evaluate your site against applicable zoning, overlay districts, and state regulations so you know what you're working with before you invest further.

  • Permit Applications & Entitlements — Conditional use permits, variances, zone changes, comprehensive plan amendments, and more. I prepare and process applications that are complete, well-reasoned, and built to hold up.

  • Land Divisions & Subdivisions — Navigating a partition, subdivision, or lot line adjustment requires precision at every step. I manage the process from application through final approval.

  • Pre-Application Consultation — Before you spend money on design or engineering, let's talk about what the land use process actually requires. A short conversation early can save a lot of time and money later.

  • Renewable Energy Siting — Solar, wind, and battery energy storage projects come with a complex web of state and local requirements. I've processed some of Oregon's most scrutinized energy applications and know how to move them forward.

  • Destination Resort Applications — One of the most complex and politically sensitive permit types in Oregon land use law. I've processed destination resort applications and know how to navigate the statewide siting criteria, goal exceptions, and community dynamics these projects require.

  • Farm and Non-Farm Dwellings — Getting approval for a dwelling or accessory use on Exclusive Farm Use land means meeting a high bar under Oregon's farm protection framework. I know the standards and how to build an application that satisfies them.

  • Columbia River Gorge National Scenic Area Applications — Projects in the Columbia River Gorge National Scenic Area operate under a federal management plan and a layer of overlay requirements that go well beyond standard Oregon land use law. I've worked extensively in the Gorge and know what it takes to get a project through.

  • Project Management / Owner's Rep — Need someone in your corner coordinating consultants, tracking milestones, and keeping the project on schedule? I step in as your representative and run point from pre-development through approval.

Public Entities & Jurisdictions

  • Current Planning Support — Need extra capacity to manage your permit pipeline? I provide experienced, plug-in planning support for jurisdictions dealing with high application volume or staffing gaps.

  • Comprehensive Planning — Long-range planning is the foundation everything else is built on. I've led and supported comp plan updates and can help your jurisdiction navigate the process from visioning through adoption.

  • Code Updates & Amendments — Outdated or unclear code creates problems downstream. I draft land division, administrative procedure, and zoning code updates that are clean, defensible, and easy to administer.

  • Fee Schedule Analysis — Are your application fees keeping pace with the actual cost of review? I conduct fee schedule analyses that help jurisdictions recover costs and operate sustainably.

  • Staff Report Writing & Training — I develop staff report templates and can work directly with planning staff to improve consistency, reduce turnaround time, and strengthen the quality of decisions.

  • Public Hearing Facilitation — Well-run hearings protect the record and build public trust. I facilitate planning commission and board hearings with the procedural discipline that keeps decisions defensible.

  • Planning Commission & Elected Official Training — Decision-makers who understand land use law make better decisions and create less appeal exposure. I provide targeted training for planning commissions and elected officials on quasi-judicial procedures, findings standards, and their role in the process.

  • Grant Writing Support — Planning grants through DLCD and other state and federal sources can fund significant work. I help jurisdictions identify opportunities and put together competitive applications.

  • Strategic Planning & Department Audits — Is your planning department operating as efficiently as it could be? I assess workflows, staffing structures, fee schedules, and process design and deliver practical recommendations that improve performance.
